All of the music players I’ve tried let you import or export .m3u playlists, but none of them automatically scan a folder for playlists nor update the .m3u realtime. I’m trying to sync playlists between my laptop and phone.

Navidrome will do that.
This. Specifically, if you want to do things like sync playlists and listen stats between different devices (e.g. Android, iOS, Windows, macOS), you want a dumb client that connects to a server that handles all that. I do it on Plex but Navidrome looks awesome.

Install Feishin on the desktop and you can even create smart playlists.
Exactly, I literally set it up mere hours ago to switch away from jellyfin and I have all my playlists as .m3u files and they got scanned automatically
