The title is really poorly punctuated I think. I think it’s trying to say “Trump says he’s been rejected by NATO/most allies to join mission to secure critical Strait of Hormuz”
It’s a bad case of news title wording which is a holdover from newspaper days. There’s little reason to economize on letters now and people could be writing proper grammatical sentences instead, but they don’t.

Right now it is in the interest of other NATO countries to see the US weakened militarily and politically. The US stopped being an ally as soon as Trump threatened to annex Canada and Greenland.
