There are a variety of reasons people commit murder, but there’s only one reason they rape someone and that is for their own pleasure at the expense of others. For that reason, the crime of rape is far harder to forgive.
Out of curiosity… how can something unforgivable be more unforgivable than something else that is also unforgivable? Actions like that are either completely unforgivable or they are forgivable, right?

If someone murders their spouse in a fit of rage and not only shows intense remorse for their crimes but also dedicates their life to helping others at tremendous cost to themselves, I’d be able to forgive them.
But would you let them be in charge of a facility meant to help domestic abuse victims?
That’s the point being made here. Even if you can forgive a war criminal, they shouldn’t be allowed to hold a public position of power that let’s them influence the wars, invasions, and conquests of the US empire.
