The ATproto allows users to use their website’s URL as their handle by essentially adding a text file on their website to prove ownership, but their account is still hosted on the Bluesky servers.
I don’t know what the back end looks like, but I see accounts hosted from unique servers fairly frequently. My favorite is @yeag.gay
