I have had many dogs and I liked more of them sometimes I did my own family. How come I am let off lightly. If I go next door and shoot my neighbor’s dog or went down the whole subdivision kill all the dogs or cats. Shouldn’t I face a sever penalty. And mistreatment of them should carry the same weight as mistreatment to a minor?

In the USA, what is legal is not always right and what is right is not always legal.
Pets are considered property. So generally the only compensation a pet owner will get to someone or something hurting their dog or cat is the price it can be bought for.
That’s why there was a push for animal abuse laws. So if someone is caught blatantly abusing an animal they -might- actually get a sentence. But even today, there’s many use cases to get a green light to abuse animals. Lab testing, slaughter houses, etc.

Thank you for your response much love. But what is the difference on considering “pets” property and where the US came from considering a human property in slaves? Ae we not more evolved than that? That’s why I like Africa’s laws or whatever that it is 100% legal to kill a poacher.
Goes back to my first statement. What’s right is not always legal and what’s legal isn’t always right. You can sub moral in for right.
Consider the current USA government would gladly go back to treating certain peoples as property again ( and much to my embarrassment and anger), I’d also agree Africa has better protections.
Each country will have different laws on animal treatment some much better than others.
