Iran is only hitting US military bases in other countries, because even now an attack on US soil is a terrible idea.

US military bases in other countries are very explicitly considered “US soil.”

Do you expect a country defending itself against attack to travel around the world to attack instead of using those resources defensively?

They very much are not, at least not by default. That’s typically reserved for embassies and consulates. Many foreign bases remain under host nation control.
