The mayor was arrested for falsely imprisoning a bunch of animals. He wasn’t a part of the conspiracy to make them savage but he was trying to cover it up by falsely imprisoning them. After he was arrested, Bellweather became mayor and then she was arrested at the end when it turned out she was conspiring to turn animals savage
