For any country that acts diplomatically in good faith, it puts you in quite a tough spot. If you strike back (especially if you strike back harder), then you’re risking escalations, but if you do nothing, then your enemy has gotten a free strike in.
This is precisely what Saudi Arabia tried to do by removing the US planes shortly before the attack. Monarchs really do have minds stunted to the level of a child.
