Debate focus on the process of writing the new constitution has now shifted to what should be the starting point with stakeholders agreeing on some areas and disagreeing on others.

    @mwalimu regardless of which point to (re)start from, without it being a genuine political commitment, there is no way it will work. That is why most countries (re)start constitutional processes after a crisis — mostly violence. Katiba is a moment of force, not a leisure stroll.

      If the president and her team are not leading this – and are being compelled – then I am not sure the process has the necessary political capital.

      The new wave of the debate comes just a day after CCM advised its government to consider reviving the stalled process.
