I really don’t like cities, but the cities I have disliked the least (in order) are: Singapore, Istanbul, Rome, Paris, Tokyo, Quebec City, Granada Spain, New York, Montreal, Cartagena, Cuenca Ecuador, Washington D.C.(although it was many years ago I was there), Ottawa.
