    Unless it’s just another one of those perspective photos where the ground is just a foot or two under them, overlooking the site from above. Seemed to be a common photo technique back then to inflate scale.

    That’s not to say there were not dangerous working conditions back then, but photographers also knew how to engineer stunning photos.
