Looks like passive cooling without any fans, that requires a fairly large radiator area.
you can see a big box fan mostly out-of-frame on the left.

Literally just a DIY version of the MO-RA radiator from Watercool. I’ve seen people run these into their basements for silent and efficient cooling for fully water-cooled systems with great results.
Next stop, hooking it up to the pool.

That radiator is big enough that it might also be cooling the GPU.
And the SSD.
And the RAM.
