Anarchy does not mean “no rules”. It means “no rulers”.
Also, in your interpretation of anarchy, there’d be no car drivers, because the infrastructure necessary to keep a car running wouldn’t survive in such an environment.

Chaos and death is the system. People don’t have to run away when they hit a cyclist, because drivers are often not even held liable. There being no consequences for killing people on bicycles is exactly the system we have now.
