Probably the crazy number of accordion folds in there. It has to be to increase surface area, but some people might be unaware of how that looks on the inside?
They probably just haven’t seen those floor heaters before and thought it was kind of interesting.
Depending on where you are you might not see them but in bigger older cities they are a lot of places.
The fact they have it right there on carpet makes it mildly dangerous I’d say.
