28/2 = 14
14+7 = 2129/2 = 14.5
14.5+7 = 21.522 and 23 both seem fine to me.
That rule is way older than the Internet.
No one is going to stop you. I personally found people in their early twenties to be far too immature when I was in my late twenties. Just being on the borderline of different life phases, etc.

Divide the older person’s age by 2 and add 7. That’s the youngest person they can date without being creepy about it.
This rule is commonly cited, but is also completely meaningless, as a social construct.
Don’t apply that when the oldest is younger than 14 … It becomes weird /s
