It was “somehow” cheaper - possibly in part to tricklin’ down trade agreements - to ship the ingredients there and then send the finished product back. As much a “fun” fact as the “fun-sized” candy. Even the JustBorne/The Peeps peoples of Pennsylvania manufacture a bunch in Canada.
