Half the time you can just open up a different browser
Or new incognito window.

Depends on ISP but some will give you a new IP if you reboot your modem.
Isn’t there a free way to do that?

It depends on how they’re blocking you. Personally, I’d just let it run through whatever limit until all the files are downloaded.
