People are responsible. Governments are just groups of people, not some monolith hell bent on global domination and mutual destruction.

There’s a lot missing from this story before I make a snap judgment against the police.
Cops are not judges, they aren’t even required to have an accurate knowledge of the law. Disarm and defund police, put the money into education, healthcare and public transit.
With a disarmed police force, who responds to weapons compliants and violent crimes?
Who does now? Cops will tell you to back off and hide if you call for a home invasion.
