Whenever I pull out the vacuum, I do a little 5 min routine where I warn them and do a little vacuum fake noise.
I think it works. My cats no longer have a lot of panic when I vacuum, and one even decides to get close to it now.

No that’s the 3rd law. That way you can still talk about the first 2 laws
