He doesn’t say it in the original books, but he has been saying in secondary sources for over a 100 years. So I don’t think people are wrong in saying that it’s his catch phrase.

Fun fact though, Sherlock never actually says these phrases together. He does say “Elementary” and “… my dear Watson” but not together.
