There are three voting conditions. Red, blue, no vote (generally, discounting third parties). That means non vote is half as impactful as an opposite vote. So they are about half as guilty.

But because of the outcomes of the battles of Irpin, Bucha, Hostomel Airport, and one of the most critical battles of the entire war, Moschun, Russia was defeated and lost their opportunity to quickly topple the government.

The invasion is a military failure on pretty much every level, and it’s only the most delusional that think Russia still has any chance of actually pulling off a successful annexation or occupation for any significant length of time.
