“That is our struggle: to get clean people to implement - otherwise the laws are there, the institutions are there,” Museveni said.

Interesting take… not that I disagree, but even “clean” people can be tempted and there is also a need to have “clean” people at the top positions…

As for western companies investing… I am a bit out of date regarding Uganda (haven’t been there since 2017), but doesn’t Total with French backing build a huge oil & gas pipeline there?

Previously at least it felt a bit like Museveni was trying to exploit geo-political rivalries between the West and China to get better deals out of the West… China never much bothered playing that game and I guess the West also wisend up?

I’m sure he’s well aware that everyone can be tempted that’s the whole reason anti-corruption laws exist and of course officials at all levels of governments will have to be clean whether or not that will be done we’ll see soon.

Yes they’re building a pipeline there it had some financial difficulties when the EU suddenly decided against but China has filled the gap.

The West wising up is the whole reason China was able to set foot on the continent.
